Subject: Private Vendor Specialty License Plate Program
 
In the near future, we will be introducing a bill to generate dollars for the Motor License Fund by creating a vendor-designed specialty license plate program.  Currently, Pennsylvania residents seeking to obtain a personalized or specialty license plate must navigate an overly bureaucratic process that does not lend itself to customer convenience or the production of transportation revenue. We will introduce legislation that will modernize the process by which Pennsylvanians purchase specialty license plates by allowing PennDOT to contract with a private vendor for the marketing and sale of vendor-designed specialty license plates. The state of Texas implemented a similar program in 2009 and the program has returned over $115 million in new revenue to Texas.
 
This legislation would give Pennsylvania residents the OPTION to purchase vendor designed specialty license plates while maintaining the necessary safeguards and oversight from PennDOT and State Police. The bill requires PennDOT to have final approval and oversight of the vendor specialty license plate program. Each vendor produced specialty license plate must meet Pennsylvania safety and legibility standards and must be compatible with toll road, police department and other automated plate reader technologies.
