MEMORANDUM

Posted: March 29, 2022 03:42 PM
From: Representative David H. Zimmerman
To: All House members
Subject: Roadmaster Stormwater Plan Legislation

I plan to introduce legislation to amend The Stormwater Management Act to enable municipal roadmasters to contribute their skills and expertise in the creation of watershed storm water plans.

Though we have long recognized that impermeable surfaces, namely roads and parking lots, are major contributors to stormwater concerns we have not empowered municipal roadmasters to contribute and provide input within the watershed stormwater plans required of their communities. This legislation would enable a watershed stormwater plan to include input from municipal roadmasters to further support the goals and reach of the plan.

Municipal roadmasters, and the input they can provide, should have been included within the initial drafts of The Stormwater Management Act. It is far past time that we take into consideration the planning of our municipal roads when developing these far reaching and highly consequential stormwater management plans.

I ask that you join me in co-sponsoring this commonsense legislation to amend The Stormwater Management Act to better the health of our communities and the accuracy of our environmental plans.

Introduced as HB2498
