MEMORANDUM

Posted: March 18, 2022 01:52 PM
From: Representative Steve Samuelson
To: All House members
Subject: Doubling Property Tax / Rent Rebate (PTRR) Payments this Year

In the near future, I will introduce legislation to provide additional relief to Pennsylvanian’s homeowners and renters through a one-time infusion of $204 million into the existing Property Tax/Rent Rebate (PTRR) program. As part of the Governor’s proposal to allocate funds provided by the American Rescue Plan Act of 2021, this one-time cash infusion will create a bonus rebate for eligible PTRR applicants. This investment will allow the Commonwealth to double existing rebates this year which is expected to benefit an estimated 477,000 Pennsylvanians.

PTRR benefits eligible Pennsylvanians age 65 and older; widows and widowers age 50 and older; people with disabilities age 18 and older; with income limits of $35,000 a year for homeowners and $15,000 annually for renters, excluding half of Social Security income. Since the program’s inception, older adults and people with disabilities have received more than $7.1 billion in property tax and rent relief. Under this legislation, program guidelines and the application process will remain the same. The additional rebate will be distributed automatically to individuals who have submitted a PTRR application this year and have been approved for their Property Tax/ Rent Rebate.  Please join me in co-sponsoring this important legislation to bring additional relief to homeowners and renters.
