Subject: Utilizing All Available LIHEAP Funds
 
The Low-Income Home Energy Assistance Program (LIHEAP) is designed to help Pennsylvanians, who through a variety of circumstances, cannot pay their utility bills. And while programs like LIHEAP exist to help, they could be doing more.
 
This year, the Department of Human Services estimates there will be a surplus of between $50 and $60 million in LIHEAP funds.  Why?  Each year monies get appropriated for the program from the federal government, and every year we have a surplus.  This is unacceptable.  The Department should expend every single dollar available to them each year for the purposes of paying the utility companies for the services they provide.
 
This legislation would require the Department to expend all funds appropriated to the program each year.  Spending all Federal LIHEAP dollars annually will reduce the frequency of rate increases by the utilities and provide relief to consumers who are facing financial hardship.
