Subject: Local funding options for transportation
 

In the near future, I plan to introduce legislation that would amend Title 53 (Municipalities Generally) to allow a limited number of counties (Allegheny, Bucks, Chester, Delaware, Montgomery and Philadelphia) to levy and collect 3 additional local taxes to fund transportation projects. This legislation is similar to legislation I sponsored in the previous legislative session (HB 2068), and specifically allows the following taxes:
  • A tax upon a transfer of real property within the county;
  • A local income tax; and/or
  • A local sales tax.
The aforementioned taxes are optional and could only be implemented by certain counties through the adoption of an ordinance or resolution. Additionally, the revenue generated by these optional local taxes would be used, as determined by the county, for the following purposes:
  • Awarding grants to local transportation organizations and mass transit agencies, which may be used for maintenance, operations, debt service or specific transit projects; and/or
  • Funding transportation infrastructure projects including road and bridge construction, maintenance, repair and related costs.
Mass transit grants may be issued jointly with other counties, and revenue may be used as matching funds for infrastructure projects as well.
