MEMORANDUM

Subject: Carbon Capture and Storage Enabling Legislation

In order to continue to be an energy leader, Pennsylvania must ensure that we are welcoming and encouraging investment from the business community in new and emerging technologies. One of the most promising developments is the ever-increasing potential for projects involving carbon capture and storage, whereby carbon dioxide is taken from power plants and stored instead of being emitted. This stored carbon dioxide can even be beneficially reused to produce high value chemicals.

As a leading natural gas producing state, we are perfectly positioned to attract investment in this space, which will mean both good paying jobs in the energy sector and an increasingly improving environment. A critical necessity to attract this investment is to create a clear permitting and regulatory environment for carbon capture and storage projects, which Pennsylvania does not currently have.

Please join me in cosponsoring this important legislation which will label Pennsylvania as open for business in this newly emerging field. Other states are already ahead of us as it relates to establishing permits and courting ventures related to carbon capture and storage and we cannot afford to continue to lose out on jobs and investment in our communities
