Subject: Keystone STARS
 
Representative Solomon and I plan to introduce legislation that will make the Keystone STARS program better serve Pennsylvania in two ways.
 
First, it will require the Department of Human Services to update its Keystone STARS program guidance to provide a pathway for child care employees and providers to receive “credit” for years of experience. This will be similar to the way providers currently receive credit in the STARS program for having employees on staff with certain degrees. This change will recognize the importance of and reward on-the-job experience and staff retention, both of which benefit the children and families these providers serve.
 
Second, our legislation will encourage child care providers to educate consumers about the Keystone STARS program by advertising their “STAR Status” on their front doors and websites and at the time of registration. The STARS program is Pennsylvania’s continuous quality improvement program, and the more educated Pennsylvania families are, the better choices they will be equipped to make for their families.
