MEMORANDUM

Posted: January 6, 2022 03:54 PM
From: Representative Joe Ciresi and Rep. Melissa L. Shusterman
To: All House members
Subject: Exempting At-Home COVID-19 Tests from the Sales Tax

COVID-19 remains a dominating presence in our lives, but greater availability of testing can help us continue to fight it. Currently in Pennsylvania, at-home COVID-19 tests are subject to the sales tax, creating an additional barrier to diagnosis even as these tests become more popular. These tests are vital to public health and should not be taxed when Pennsylvanians are fulfilling their duty to their neighbors by testing themselves for the virus.

That is why we will be introducing legislation to exempt at-home COVID-19 tests from the sales tax in Pennsylvania. As legislators, it is our job to provide Pennsylvanians with as many tools as possible to fight this virus, and removing the sales tax from at-home COVID-19 tests is one more tool we can provide. This would allow more of us to do our part in keeping each other safe, all in the comfort of our own homes.

As COVID-19 continues to endanger the health and well-being of our constituents, we need to continue taking action to fight it. Please join us in supporting this important legislation that will strengthen our ability to stop the spread of this virus.

Introduced as HB2327
