Subject: | Ensuring a Fair Deal for Full-time Seasonal Workers |
Full-time seasonal workers should not be left behind. Yet, through no fault of their own, these workers may fail to meet financial eligibility for unemployment compensation benefits due to the effects of the COVID-19 pandemic on the calculation of their base wages. These workers merit a fair option when applying for the benefits they deserve. My legislation will provide a temporary base year alternative for full-time seasonal workers who fail to meet financial eligibility requirements when filing for unemployment benefits. Qualifying claimants will be permitted to use base wages from the year previous to their unemployment when filing a new claim for benefits from December 1, 2021, through December 1, 2022. This legislation will ensure that union and nonunion building trades construction workers are not unfairly penalized due to the special circumstances of the COVID-19 pandemic. These workers fill jobs that are crucial to building back our economy and we should be proactive in ensuring that we are flexible in allowing them access to the benefits they deserve. Guaranteeing they have the funds they need to keep a roof over their heads and provide for their families should be a high priority for the entire General Assembly. Every hardworking Pennsylvanian deserves a fair deal, and we should not jeopardize the unemployment benefits of a critical segment of our workforce.
