Subject: Early Literacy Program
 
In the near future, I will be introducing legislation that creates a statewide early literacy program. Knowing how to read is pivotal and absolutely vital for a successful future. States across the country are enacting early literacy policies and programs recognizing the fundamental importance of achieving literacy by the end of third grade. Children who are not reading proficiently by the end of third grade are four times more likely to drop out or fail to graduate high school.

Beginning in the 2021-2022 school year (if enacted), the PA Department of Education will work with school districts to address student reading needs. This program will focus on the “Science of Reading,” which is an evidence-based reading instructional practice that integrates listening, speaking, reading, spelling, and writing.
