Subject: Cracking Down on Unscrupulous Breeders and Animal Cruelty
 

Unscrupulous dog breeders hurt the dogs under their care and the reputation of the industry as a whole. Breeders are largely dog lovers who take great care of their animals, but there are far too many who see the dogs only as a product to be sold and not as a living being to be loved.
 
To address this, I will be introducing legislation that will enhance the punishments for breeders who abuse animals and make it more difficult for them to game the system when they lose their licenses. The first violation for the mistreatment of dogs under their care will no longer be a summary offense but a misdemeanor. The maximum fine will also double. Additionally, an individual who has lost their license to breed dogs will not be able to work around the system. My legislation will prevent any immediate family member of the offender from obtaining a license as well as anyone who resides at the same residence.
 
Pennsylvania has an unfortunate reputation for puppy mills and other unreputable breeders. By increasing the penalties and eliminating work-arounds, we will better protect dogs in our state.
