Subject: Establish a Charter School Funding Advisory Commission
 
In the near future, I plan to reintroduce legislation (HB1219) which would amend the Public School Code to authorize the formation of a legislative commission to review and make recommendations concerning funding related to charter schools, regional charter schools, and cyber charter schools (“charter school entities”).

The commission will consist of representatives of all four caucuses and the Secretary of Education. The commission will be charged with reviewing the charter school entity financing laws throughout the United States, assessing the actual cost of educating a child at charter school entities, as well as evaluating and making recommendations related to the process by which charter school entities are funded.

Like me, I am sure you have repeatedly heard concerns from school boards and school administrators throughout your legislative district regarding non-traditional pubic school cyber/charter funding. Taxpayer groups are seeking information as to how their school property taxes are being used for cyber/charter education. A commission such as this will substantiate how education dollars are being spent.

While we must ensure that charter school entities are strong, quality school choice options for the Commonwealth’s children and families, we must also ensure that they are funded at appropriate levels. I hope that you will join me as a co-sponsor of this legislation.
