Subject: COVID-19 Retroactive Unemployment Compensation Solvency Fees
 
Our local businesses and essential workers have been the backbone of the Pennsylvania economy and critical during the pandemic.  We are still running the risk of losing more businesses as the pandemic progresses.  However, we can provide more flexibility to help keep businesses afloat during these difficult times.
 
My legislation aims to provide assistance to businesses by allowing them to pay unemployment compensation solvency fees retroactively for the current calendar year during the pandemic.  This would allow a business to be eligible for relief from charges when they have to lay off workers because of a downturn in business or other circumstances during the pandemic.  I feel this change will help our local businesses begin to recover from this pandemic.
