Subject: Waste Hauler Weight Decrease (Prior HB1238)
 
In the near future, I plan on introducing legislation that will decrease the weight limit needed to apply for municipal and residual waste transporter authorization.

Constituents all across this commonwealth have their waste picked up by a waste collector. However, some constituents may op to have a non-traditional waste company collect their waste. These non-traditional waste companies utilize pick-up trucks to do their business. As a result, these waste hauler vehicles are not heavy enough to apply for municipal and residual waste transporter authorization and thus are not legally able to dump in the regulated dumping site.

This restriction often forces these non-traditional waste collection businesses to find alternatives to dispose of the waste they have collected. This disposal, and sometimes burning, of waste is not regulated and is harmful to the environment.

The Department of Environmental Protections (DEP) should be going after these illegally dumping companies, however their lack of action has put the responsibility on the people to act. This legislation opens the regulations and allows these non-traditional waste haulers to be able to legally dump in a regulated dumping site thus reducing the amount of illegal dumping in Pennsylvania.
