Subject: | “Peer-to-Peer” Private Vehicle Rental Programs Package |
In the near future, I plan to introduce a package of legislation to ensure that all types of rental vehicle transactions have to abide by the regulatory and tax treatments intended in Pennsylvania. Without regulation, consumers cannot be assured that “peer-to-peer” style vehicle rentals will provide them with the same insurance protection as other vehicle rentals. Rental vehicle entities in the Commonwealth must comply with an array of regulatory standards. These standards are important because they help protect consumers and prevent the disruption of tax revenue. It is becoming common for new types of service delivery methods to enter the rental vehicle marketplace. While the delivery methods may be different from the incumbent rental vehicle model, the service that is being provided is the same. These entities, regardless of the delivery model, are in the business of facilitating the rental of vehicles to the public. My peer-to-peer legislative package will ensure that our rental regulation is modernized to ensure one set of regulatory and tax obligations are applied to all rental transactions in Pennsylvania. At the same time, it will ensure there are no barriers to companies who wish to make rentals available through digital, or technology enabled, methods. This will allow the industry to grow, while protecting consumers, and preventing tax revenue disruption in Pennsylvania. Please join me in co-sponsoring this important legislation. |
