Subject: Second Amendment Protections during a Disaster Emergency Declaration
 
Please join with me in ensuring that important Second Amendment protections extend to all of Pennsylvania's citizens even during the course of a disaster emergency declaration.
 
A disaster emergency can be precisely the kind of situation in which a person's Second Amendment rights are most vital and personally important.  Imagine a scenario in which, due to an emergency, police support or response is delayed or even halted for hours or days at a time.  Left on their own, our citizens should be able to possess and carry firearms in the defense of themselves and their families, just as the Founders envisioned when they provided for this fundamental right in the U.S. Constitution.  
 
To make this protection crystal clear, I propose an amendment to the Pennsylvania Constitution that will expressly provide that the Governor may not suspend any rights to bear arms under the U.S. Constitution or Pennsylvania Constitution or otherwise suspend or limit the sale, dispensing or transportation of firearms.
