| To move out of poverty and homelessness, it is almost a necessity to achieve a level of higher education and training. Homeless youth face unique barriers in transitioning from high school to institutions of higher learning. They need information and support to access campus programs and, most of all, a place to live. Our legislation would require all institutions of higher learning, public and private, to provide homeless and foster youth priority for on-campus housing and to develop plans for access to housing resources in between semesters and during breaks, if such accommodations are offered for the student body. Further, the bill would require institutions of higher education to provide a homeless youth liaison to identify services and financial aid available for current and former homeless students, as well as provide tuition waivers to homeless youth for the amount remaining after scholarships or grants are applied. In 2019, Act 16 enacted a tuition waiver program and specific point of contact for foster youth at colleges and universities, and this bill would give homeless youth access to similar services. Please help give a lift-up to our vulnerable young people who find themselves in the most unfortunate of circumstances by co-sponsoring our legislation. Homeless and former homeless students deserve a chance to live safe, healthy and productive lives. |
