Subject: Cyber Charter School Funding Reform

Students in our public schools deserve to have a quality education. In order for us to be able to provide for this, it is essential that adequate funding is provided. Many school districts are already challenged in being able to suitably afford to meet this challenge. Moreover, charter schools in Pennsylvania that are unaffiliated with a school district are currently unfairly funneling funding away from our traditional public schools and building up reserve accounts filled with taxpayer money that otherwise should more fairly be utilized in providing a quality education for Pennsylvania’s students attending our public schools.

With this in mind, I will be introducing legislation to implement a cap on the amount of reimbursement cyber charter schools receive for students who live in an area in which the school district or an intermediate unit operate their own cyber charter school. Under this proposal, those unaffiliated cyber charter schools would receive an amount no higher than the highest real cost of either the intermediate unit cyber school or the school district cyber school program.
