In the near future I intend to reintroduce legislation to amend the Solicitation of Funds for Charitable Purposes Act so that the Commonwealth can better serve the non-profit organizations that operate in Pennsylvania. Currently, a non-profit organization that receives gross contributions totaling $25,000 or less is exempt from registering with the Department of State’s Bureau of Charitable Organizations. My legislation will increase the exemption threshold to $50,000. Registering with the Bureau of Charitable Organizations can be time consuming and costly. Federal tax laws do not require non-profit organizations with $50,000 or less in gross receipts to file a federal 990 form. It would be a great benefit to Pennsylvania’s non-profit organizations to raise the threshold for filing with the state to an amount equal to the federal 990 form requirement. This legislation will streamline operations and costs for both small non-profits and the Commonwealth. Please join me in cosponsoring this legislation. |
