House of Representatives
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: December 21, 2020 11:48 AM
From: Representative Elizabeth Fiedler and Rep. Sara Innamorato, Rep. Summer Lee
To: All House members
Subject: Eviction and Foreclosure Moratorium

The pandemic has taken lives across our Commonwealth. One very important piece of keeping people safe from the COVID-19 pandemic is to ensure they keep a roof over their head, whether they rent or own via mortgage.

After months of unemployment and underemployment, more people than ever are on the
edge of losing the place they call home.

The current moratorium will end on December 31st, throwing thousands of Pennsylvanians off of a cliff into the deep end of housing instability and homelessness. Since March 2020, experts have warned about the damage this post-moratorium free fall will have on our public health. Research coming out of the University of Pennsylvania predicts that even a 1% eviction rate alone would spike COVID infections by 5% to 10% and lead to 1 death per every 60 evictions.

Our state needs to step up, now, to enact an eviction and foreclosure moratorium that
will continue throughout the remainder of this pandemic and for 60 days after the
related disaster declaration ends.

We hope you will join us to increase protections for Pennsylvanians who need our support
now, more than ever.
