Subject: Hospitality Industry Recovery Grants
 
Now, over nine months into the Covid-19 crisis the hospitality industry continues to be the most impacted in our Commonwealth. From the initial shutdown in March to mitigation measures taken in July and now another shutdown until January—this industry—once the second largest in our Commonwealth will not survive without our help.
 
Before March of this year, the industry employed over 550,000 Pennsylvanians. Since then, 91 percent of businesses have laid off employees equaling 332,000 people—while some were brought back in the summer—tens of thousands of these employees were laid off once again two weeks before the holidays due to the most recent mitigation order. 86 percent of restaurants including taverns and breweries say they will not be profitable in the next six months and 59 percent of hotels are facing foreclosure.
 
We need to support the entirety of the hospitality and tourism industry as they try to survive this crisis. Therefore, I am introducing legislation that will create a grant program for businesses impacted by COVID-19 and the resulting shutdown orders. This program will dedicate $500 million in forthcoming federal assistance for Covid relief to grants that can be used to bring this once vibrant industry back to life when this crisis passes.
