|Subject:||Providing Sufficient Time to Consider Amended Bills|
|At the beginning of a new legislative session, we adopt House Rules. Our rules should ensure we are providing transparent and efficient government for all Pennsylvania citizens. Unfortunately, they do not.
Current rules require that the House consider every bill and joint resolution on three different days. However, the deadline for the House to consider bills on final passage is only 12 hours. Should the Senate pass an amendment to a bill, the House need only wait six hours before considering it. This short deadline does not allow us – or the people of Pennsylvania – to adequately review, analyze, and consider bills. It hamstrings our ability to act in the best interest of those we represent.
People deserve to share their input on legislation that will affect their lives, and we need time to hear this input before casting our votes. That is why I am introducing a resolution to amend the House Rules. My resolution requires that a full 24 hours pass before the House can consider bills on final passage or bills with Senate amendments. Please join me in showing our constituents that we were elected to serve them and respect their input.
