MEMORANDUM

Posted: December 15, 2020 11:24 AM
From: Representative Gerald J. Mullery
To: All House members
Subject: Increasing the Penalty for the Illegal Setting of Body-Gripping Traps

Illegally placed body-gripping traps pose a serious risk to family pets and other domestic animals, which are often seriously injured or killed by the traps. The Pennsylvania Game Commission has taken steps to deter people from illegally setting these traps and has issued size restrictions to make them slightly less dangerous. Unfortunately, the problem persists.

I believe that more needs to be done to curtail this activity, which is why I will be introducing legislation to increase the penalty for illegally setting these traps from a summary offense of the fifth degree to a summary offense of the first degree. This change would increase maximum fines from $200 to $1,500.

Both the Pennsylvania Game Commission and the Pennsylvania Trappers Association have previously supported this measure.

I hope you will join me in my effort to protect pets and other domestic animals from becoming victims of this illegal activity.

Introduced as HB119
