Subject: Low-Income Water and Wastewater Assistance
 
Every citizen of Pennsylvania deserves access to the basic necessities of daily life. Yet, many of our hard-working families struggle to pay basic household costs, including water and wastewater bills. It is imperative that we as a Commonwealth provide assistance to working, low-income households at risk of having their water supply cut off for non-payment. These Pennsylvanians should not be forced to forgo basic necessities.
 
My legislation will create the Low-Income Water and Wastewater Assistance Program and Low-Income Water and Wastewater Assistance Fund to provide assistance to working families when paying water and wastewater bills.
 
Similar to the Low-Income Home Energy Assistance Program (LIHEAP), this program will assist households with income levels at or below the federal poverty line. Eligible families would receive a grant once a year to allow them to get back on their feet.
 
As representatives of the people of this Commonwealth, we have a duty to assist struggling families in maintaining access to water for their daily needs. This program will help alleviate the burden on families that need it most. Please join me in helping working families maintain their basic needs.
