MEMORANDUM

Subject: Professional Development for Educators Related to Bullying Awareness, Prevention and Intervention

I am preparing to re-introduce legislation (formerly HB 1894) that will provide for professional development for educators related to bullying awareness, prevention and intervention.

Current law requires each public school entity to prepare a three-year professional education plan designed to meet the needs of the school entity and its professional employees. In addition, to maintain active certification, each certified professional educator must complete 180 hours of continuing professional education every five years. Bullying can cause students stress, depression and anxiety, causing students’ schoolwork and health to suffer. However, there is currently no requirement that any portion of an educator’s professional development be related to the awareness or prevention of bullying.

My proposal would require that each school entity’s professional education plan include a program to be completed annually by all professional educators and other employees of the school entity that provides training in bullying awareness, prevention and intervention, including training related to the school entity’s bullying policy required under current law. In addition, my bill would require each professional educator employed by a school entity to complete annual training in bullying awareness, prevention and intervention.

I hope you will join me in co-sponsoring this legislation.
