Subject: Expansion of the Pennsylvania Targeted Industry Program (TIP)
 
The COVID-19 pandemic has dramatically altered employment across the country. Employers and employees had to adapt to new working conditions, by turning their homes into their office. While some are fortunate to return to work, others have been hit by the pandemic and are not able to return to their previous employment. However, as we begin to open the Commonwealth and return to the new normal, we need to direct our energy on preparing them to get back into the workforce. One successful program the Pennsylvania Targeted industry Program (TIP) has shown great success in getting our citizens with the needed training to get back into the workforce.
 
 
With that being said I plan to introduce legislation that will be two fold in expanding the TIP program to meet new workforce needs made apparent by the COVID-19 pandemic. First it will require Pennsylvania Higher Education Assistance Agency (PHEAA), in consultation with the Department of Labor and Industry, to add child care and long-term care to the department's in-demand occupations list under TIP. Second it would require the department and PHEAA to jointly conduct a public campaign to increase awareness of TIP and of this change to the in-demand occupations list and encourage employees to pursue these occupations and employers to hire employees in all TIP eligible  occupations.
 
 
I am hopeful that this legislation will help our dedicated workforce stay on track for a strong and successful career. I ask you to please join me in co-sponsoring this legislation that will help prepare Pennsylvania for a successful workforce
