Subject: Allowing Small Retail Businesses Limited Operations During the COVID-19 Pandemic
 
Small businesses are the backbone and engine that drives any economy. The COVID-19 pandemic has had an enormous impact on our local businesses.  While some large corporations were able to be deemed essential and operate safely, we need to be able to give small shops the ability to take online and phone orders and distribute their goods at the curbside and through deliveries.
 
In order to help some of our small retail businesses, I will be introducing legislation which would allow them to operate on a limited basis during the COVID-19 crisis. First, this only applies to retail businesses with ten or fewer employees worldwide and they must be in a brick and mortar setting. The businesses would only allow shopping through online and phone ordering. The orders would then be a curbside pickup or delivered to the customer’s home by the business, mail or other service. At no time will a customer be allowed to enter the store for shopping. Finally, the business must operate with safety precautions in place to ensure employee and customer health and safety.
 
I ask that you support this legislation and help give small businesses and families across Pennsylvania hope and a safe path out of this storm.
