Subject: Automatic Issuance of Mail-in Ballots
 
In 2019, we took a major step toward improving ballot access when we approved no-excuse mail-in voting. Now, we are dealing with the reality that more Pennsylvanians need to access this remote method for voting than we ever expected. Unfortunately, the cumbersome application process creates an unnecessary hurdle for people who want to vote by mail.

This is why I am introducing legislation that does the following:
  • Removes the requirement for registered voters to apply for mail-in ballots;
 

  • Provides for the automatic issuance of mail-in ballots to all registered voters 60 days before a scheduled election; and
 

  • Provides voters the option of either voting by mail or voting in-person.


Other states, such as Colorado, make voting by mail simple by automatically mailing out ballots to all registered voters. It’s time for us to do the same. Democracy works best when citizens participate in the voting process and we must do all we can to ensure that every eligible voter is able to cast their vote.
