Subject: Exempting CARES Act Cash Payments from State and Local Taxes
 
In response to COVID-19, Congress took swift action to adopt the CARES Act to help people and businesses stay afloat.  Included in that coronavirus response were provisions to provide much-needed cash payments to people making less than $99,000 and couples making less than $198,000.
 
While these dollars are exempt from federal taxes, it is up to Pennsylvania to decide whether they are subject to tax under our law. That is why I plan to introduce legislation to exempt cash payments to individuals/couples under the CARES Act from state and local taxation.
 
It is our responsibility to minimize the negative impacts felt by the men and women of Pennsylvania during this pandemic.  I hope you will join me in supporting this legislation which will help us uphold that duty and ensure that our constituents are maximizing this extra cash to buy food and necessities, pay for medication, and care for their families.

This is companion legislation to Senator Brewster's SB1104.
