Subject: Public-Private Transportation Project Program
 
In the near future, I plan on introducing legislation that would expand the scope of our Commonwealth’s Public-Private Transportation Project Program.

Pennsylvania has been a leader within the nation when it comes to governing public private transportation projects. While our current law governing public-private transportation projects is quite expansive, I believe extending the scope of the program will only increase the benefits that arise from a strong relationship between the public and private sectors relating to transportation projects.

My legislation would increase the scope of the program to allow for public private transportation projects which include the following:
  • Truck parking,
  • Weigh station bypassing,
  • Electronic toll payment, and
  • Snow and ice removal for commercial vehicles.
In addition, my legislation would require the board overseeing the program to submit an annual report to the General Assembly including the following:

  • A description of all transportation projects evaluated, and resolutions adopted.
  • A description of all transportation projects denied and reasons for the denial.
  • A description of all unsolicited plans for transportation projects submitted by private entities and the status of the board’s evaluation of the unsolicited plans.
  • A description of all requests for transportation projects submitted by public entities and the status of the board’s evaluation of the requests.
My legislation is part of the House Transportation Task Force’s package of bills that is responsible for finding innovative ways for the Commonwealth to fund transportation, while also ensuring the current funding sources to transportation are as effective as possible.
