Subject: Highway Bundling Program
In the near future, I plan on introducing legislation that would establish the “Highway Bundling Program” within PennDOT. The program will allow PennDOT to offer one contract for numerous highway projects if the multiple projects meet a certain criterion. The ability to bundle multiple highway projects provides PennDOT a cost-saving solution to minimize the costs and time needed to successfully construct and repair the Commonwealth’s highways. For highways to be eligible for the program, they must meet the following conditions:
  1. Are within geographical proximity to each other;
  2. Inclusion in the program will further the purpose of the program;
  3. Bundling of the highways is determined to be feasible by PennDOT; and
  4. Any other eligibility requirement established by PennDOT.
In addition, my legislation would extend the eligibility of the bundling program to local governments, so a respective local highway that needs repair could be eligible. To include a local highway within the bundling program, a local government will have 60 days after PennDOT distributes its decision to the locality, following the local government’s initial request to be included. If PennDOT decides to include the highway, the local government will enter a contract with PennDOT. In addition, PennDOT will also be responsible for facilitating the implementation and necessary regulations for the Highway Bundling Program.

My legislation is part of the House Transportation Task Force’s package of bills that is responsible for finding innovative ways for the Commonwealth to fund transportation, while also ensuring the current funding sources to transportation are as effective as possible.
