MEMORANDUM

Posted: January 31, 2020 11:21 AM
From: Representative Thomas P. Murt
To: All House members
Subject: Education Program for Municipal Secretaries

I plan on introducing legislation that would establish an education program for municipal secretaries in the Commonwealth of Pennsylvania.

The Department of Community and Economic Development and Pennsylvania Local Governmental Secretaries Association would implement this training program as a continuing educational enrichment for municipal secretaries. The course material could include, but would not be limited to, personnel management, municipal recordkeeping, local government structure, budgeting and finance, as well as bidding and contracting. This training would be similar to a program created for tax collectors.

All participants that pass the basic qualification examination would be deemed, “Qualified Municipal Secretaries.” This legislation was previously introduced as House Bill 2276 during the 2007-2008 legislative session.

Please join me in co-sponsoring this legislation that would expand the basic training and continuing education for municipal secretaries.

Introduced as HB2652
