Soon, I will be introducing legislation to allow beer distributors to be eligible for wine expanded permits. As many of you are aware, in 2016, the General Assembly enacted legislation to provide customers with greater convenience when they purchase wine. Act 39 of that year allowed private retailers who possess a restaurant (R) or hotel (H) liquor license to obtain a Wine Expanded Permit to sell up 3,000ml of wine for off-premises consumption. Notably, the legislation did not allow beer distributors to be eligible to receive this permit. After the success of Act 39, I believe now is the time to expand the number of outlets who can sell wine for off-premise consumption, while providing beer distributors with an option to remain competitive in a changed liquor marketplace. |
