Subject: Forestry Industry Legislation
 
Dear Colleagues –

In the near future, I will introduce two initiatives designed to provide more transparency and representation for Pennsylvania’s forestry industry. I would welcome your co-sponsorship on both of these proposals.

Introduced as HB2148

Description: #1 – Forest Conservation Easements
This legislation will specifically provide for the creation of forest conservation easements and the parameters required of such easements when public funding is involved in the purchase.  Some of those parameters include public notification that an easement is proposed, compliance with a sustainable forest management plan, availability of the land for outdoor recreational activities, and approval of the easement by the Hardwoods Development Council within the Department of Agriculture.

Description: #2 – Hardwoods Development Council
This legislation will add a logger and a forester to the council, provide for representation from all three hardwood utilization groups as well as guarantee representation on the Council by the largest hardwood utilization group, the Allegheny Hardwood Utilization Group.  It will also remove one (of two) representatives from secondary processors.  That position is currently vacant.
