Subject: Pennsylvania Horse Breeders Association Awards Processing
 
Please join me in co-sponsoring legislation I will be introducing that would grant the Pennsylvania Horse Breeders Association (PHBA) the authority to disburse funds from the Pennsylvania Breeding Fund for monthly awards and reimbursements per Act 114 of 2016.

Most members of PHBA are small breeders that are dependent upon consistent, quick cash flow for their operating expenses such as hay, feed, and veterinary bills. This legislation will provide relief to our breeders by reducing delays in processing and payment that has occurred and will allow our breeders to receive their awards on a more consistent, timely basis.

Granting PHBA the authority to pay these awards and reimbursements would trim off the current turnaround times and expedite the process significantly, resulting in an estimated 30-45 day turnaround instead of 90 days or more. Consider that New York and Maryland, two of our largest breeding competitors, disburse their awards in as little as 15-45 days respectively.
