Subject: Serial Numbers for Untraceable Firearms
 
Under current law, a teen in Pennsylvania can go to a gun show, purchase D.I.Y. gun parts without showing ID, build a gun from such parts, and distribute it throughout the surrounding communities or worse, use it to a commit crime. These guns are made of parts that are not considered firearms under federal law, so those who are not legally permitted to buy guns are able to purchase them without a background check or a way for law enforcement to track them. Even more concerning is the fact that some D.I.Y. semiautomatic guns can easily be converted into an automatic weapon with simple modifications.

My bill seeks to halt the flow of these potentially fatal illegal guns into our communities by establishing a system through which untraceable firearms become traceable. Under my bill, individuals with D.I.Y. firearms would be required to obtain a serial number or other identifying mark from a licensed firearms dealer and affix it to the firearm. It would also prohibit the possession, use, control, sale, delivery, transfer, manufacture, marketing, and advertisement of D.I.Y. semiautomatic weapons.

Please join me in taking a critical step toward keeping the children and families of our Commonwealth safer. We can accomplish this together by getting illegal DIY guns off the streets through this legislation.
