Subject: School Violence Legislation
 
Recently, I have been alarmed at the amount of school violence reported in the media. Incidents in our schools involving deadly weapons, fights among students, and illegal drug use are all troubling, and the news reports are often accompanied by disturbing videos of the fights from students’ cell phones and other electronic devices. I believe these videos only create more problems, inciting more violence when they are shared among students. I was also surprised to know that districts are required to report these acts of violence to state government, but only on an annual basis. To address these issues I am introducing two pieces of legislation.

Introduced as HB1658

Description: The first bill would amend Title 18 by making it unlawful to spread videos of school violence with the intent to harass or bully a student. This would only apply to videos of fights between two or more students that occur in a school setting, during school hours, or immediately before or after school hours.

Description: The second piece of legislation would change the school violence report, which districts must submit by July 31 of each year, to be filed on a quarterly basis instead. It is important for the Department of Education, law enforcement, and the legislature to be aware of violence in our schools, and I hope you will join me in making this small but effective change.
