Subject: Liquid Fuels Municipal Allocation Law
 

In the near future, I plan to introduce legislation clarifying municipalities do not need to bid traffic signal maintenance and repair contracts when using Liquid Fuels funds. Additionally, my legislation will also increase the allowable annual expenditure for the purchase of computers and software from $1,000 to $1,500.

Prior to October 2018, municipalities commonly contracted traffic signal maintenance and repair services by professional services contracts. Under the municipal codes, professional services contracts are not subject to the bidding requirements. However, many Liquid Fuels audits were flagged by the Auditor General for not complying with bidding and contracting requirements.

My legislation would simply clarify the previous practice, as authorized under the municipal codes, is allowable when using Liquid Fuels funds. This simple clarification will help municipalities save limited transportation dollars.
