Subject: Pennsylvania Solar for All
 
Solar energy is important not only in the fight against climate change, but also because of the economic benefits it presents. In addition to creating jobs, solar energy is quickly becoming more accessible and affordable for those who once never considered it a viable option. However, affordability and access is still an issue in large swaths of the Commonwealth, especially in low-income areas.

In an effort to address this issue, I will be introducing legislation that would help Pennsylvania’s electric utilities expand the usage, accessibility, and affordability of solar energy. This legislation would provide low-income customers with the opportunity to reap the benefits of solar energy while also allowing utility companies the flexibility to incentivize customers to use solar energy and help fund and expand development. Additionally, this legislation would clarify that electric utilities are permitted to use the building, owning, and operating of Pennsylvania-based solar projects to meet their obligations under the Alternative Energy Portfolio Standards Act.
