Subject: Requiring identification of lawful presence in the US as a prerequisite to the receipt of public benefits
 
In the near future I will be introducing legislation that requires non-citizen applicants for state or local public benefits to provide identification and proof of eligibility as a prerequisite for the receipt of such benefits. The bill also prohibits issuance of access devices to certain persons and provides for the offense of possession of access device by certain persons.

Under my proposal, an agency that administers public benefits must verify, through the Systematic Alien Verification of Entitlement (SAVE) program operated by the U.S. Department of Homeland Security that each non-citizen applicant who has executed an affidavit is eligible for benefits and legally present in the U.S.

This proposal is a reintroduction of HB 1095, which passed the House last session. Please consider cosponsoring this timely and important bill.
