Subject: Amending the PA Constitution to Prohibit Enrolling New Employees into the PSERS and SERS Pension Plans
 
In the near future, I will introduce a Resolution that would amend the PA Constitution as follows:

Effective the second January 1st after passage, new employees without prior credited state service shall not be permitted to join the PSERS or SERS retirement systems. Because this is a constitutional amendment, the Governor would not have to sign it. The voters would vote to approve a constitutional amendment.

Employees coming back from leave and former employees who have a break in service and come back could stay in PSERS or SERS if they were previous members.

As we continue to dig out of the 20 billion unfunded pension liability, it is important for the long-term future of Pennsylvania that we do not continue to allow new employees to enter the pension plans.
