Subject: Changing the Requirements for Setting Tax Levy’s from "Ordinance" to "Resolution".
 
In the near future, I plan to introduce legislation to amend Title 8 (Borough Code) and Title 11 (The Third Class Cities Code) to allow them to set their annual tax millage rate by resolution, similar to The First Class Township Code and The Second Class Township Code.

Currently, Boroughs and Third Class Cities must draft and advertise their annual tax rate ordinance, even if the millage rate is staying flat. This adds an unnecessary cost and burden to nearly a third of our municipalities.

Changing the word “ordinance” to “resolution” has the potential to save Boroughs and Third Class Cities hundreds of dollars a year in legal fees and advertisement costs.
