MEMORANDUM

Posted: January 30, 2019 12:02 PM
From: Representative Greg Rothman and Rep. Stephen Kinsey
To: All House members
Subject: Amend Title 75 (Vehicles) to Define "Electric Low-Speed Scooters"

We will soon introduce a bill to amend Title 75 (Vehicles) to define “electric low-speed scooters” (“Low-Speed Scooters”) and apply our best-in-class laws governing Pedalcycles (bicycles) and Pedalcycles with Electric Assist (electric bicycles) to Low-Speed Scooters.

Low-Speed Scooters (see attachment) are small electric or human powered vehicles with two or three wheels, handlebars and a floorboard that can be stood upon while riding. They weigh less than 100 pounds and go no more than twenty miles per hour on level ground.

The scooters provide innovative, flexible, and low-cost transportation to tens of millions of riders across the country. They help relieve traffic congestion, pollution and stress by reducing car trips and increasing access to public transit.

Because these devices travel at low speeds and weigh less than 100 pounds, states across the country have incorporated Low-Speed Scooters into their motor vehicle codes by regulating them like Pedalcycles (or bicycles). However, Pennsylvania is quickly falling behind other places that have already embraced this next generation of transportation.

Please join us in co-sponsoring this important piece of legislation.
