Subject: Strategic Management Planning Program (Prior HB 2276)
 
Through my own personal experience as a former local government official and Representative Kinsey’s experience working with city government, we feel it’s extremely important that local municipalities are able to obtain the tools given to them by the General Assembly.

The Early Intervention Program assists local governments in developing comprehensive multi-year financial plans and establishing short- and long-term financial objectives. It is a helpful strategic management tool for any municipality, not solely those experiencing financial difficulties.

We believe the misleading name of the program, which implies financial trouble, has deterred many municipalities from using this resource.

That’s why we are introducing legislation to change the name of the program from the “Early Intervention Program” to the “Strategic Management Planning Program.” By changing the name, we believe more local municipalities will take advantage of this program.

We hope you will join us in co-sponsoring this important legislation.
