Subject: Pipeline Impact Fee
 
Since the adoption of Act 13 and the establishment of a drilling impact fee, the oil and gas industry has matured significantly in Pennsylvania. As the oil and gas industry in Pennsylvania evolves we must make sure we keep up with that process.

Increased drilling in Pennsylvania has created a new demand for pipeline infrastructure to move oil and gas products throughout the Commonwealth. This new activity related to pipeline infrastructure must be met with an unwavering focus on community and public safety.

To make sure communities impacted by new pipeline projects have the resources necessary to ensure public safety, I am reintroducing legislation that rededicates a portion of the Commonwealth’s impact fee to be distributed to local governments dealing with impacts of active pipeline projects and expanded public safety needs. This proposal will create a grant program that drives funding out to local governments based on the length of pipelines traveling through a community and the population density of the impacted communities.

Funds distributed by this proposal will be available to communities for a variety of uses that help local communities deal with the impacts of new pipeline projects.
