|During the past couple of years, I have followed the violations and environmental impacts constructing a pipeline has in my county and across the Commonwealth. The Pennsylvania Department of Environmental Protection’s violations result in fines going toward remediation of the environmental impacts. While this is an important use of fines, I believe that the county departments of emergency services should also be included in receiving fines and penalties. As such, I will be introducing legislation that will divert fines and civil penalties imposed under the Gas and Hazardous Liquids Pipelines Act to be distributed equally among the county departments of emergency services in which the pipeline is located. I would note that this legislation does not in any way impede or divert the fines and penalties that the Pennsylvania Department of Environmental Protection imposes and then uses for environmental remediation.
