Subject: Labor and Industry Catalog of Local Fire Code Adoption Resolution
 
In the near future, I will be introducing legislation to require the Pennsylvania Department of Labor and Industry to conduct a study that catalogs the specific standard and edition of fire code adopted and/or enforced by each municipality in the Commonwealth.

Based on testimony presented before the Joint House and Senate Veterans Affairs and Emergency Preparedness Committee hearings on SR6, I have learned that the adoption of state and national fire codes/standards varies by municipality. This renders statewide uniform enforcement of the most recently published codes impossible and impedes the ability of fire equipment distributors to efficiently and effectively install, inspect and service fire suppression equipment in accordance with the most recent rules and regulations.

I believe that in protecting the health, safety and welfare of the residents of this Commonwealth, local authorities must provide Pennsylvania's fire protection industry and local communities with the maximum assurance that life safety systems and equipment are being properly installed, inspected, tested and maintained in accordance to the most recent published fire code. However, before offering remedial legislation to address fire code adoption inconsistences, it is imperative that the members of the General Assembly fully understand the breadth and scope of the issue before us.

Enacting legislation that requires the Pennsylvania Department of Labor and Industry to conduct a study that catalogs the specific standard and edition of fire codes adopted and/or enforced by each municipality in the Commonwealth is the first step at tackling which I believe to be a serious statewide fire and emergency concern.
