Subject: Establishing the Municipal Water and Wastewater Authority Oversight Commission
 
Too often, seniors, hardworking families, and businesses run into problems with municipal authorities and have no place to turn. To help these customers, I am introducing legislation that will provide an outlet and assistance to municipal water and wastewater customers and increase transparency and accountability among municipal water and wastewater authorities. I will be introducing a bill that establishes the Municipal Water and Wastewater Authority Oversight Commission.

Although the Pennsylvania Public Utility Commission maintains oversight over most public utilities in the state, their purview does not include municipal water and wastewater authorities. Creating this commission will hold municipal authorities responsible, establish reporting on all facets of their duties, and initiate a process for monitoring complaints. The members of municipal authorities are political appointees, regulation and oversight are needed to protect the public’s interests from abuse.

Establishment of this commission is required not only to provide oversight of the daily operations of municipal water and wastewater authorities, but to ensure consumers that their complaints will be handled in an efficient, just and expeditious manner. Therefore, I ask that you join me in co-sponsoring this effort to provide vital consumer protection.
