MEMORANDUM

Posted: April 17, 2018 10:24 AM
From: Representative William C. Kortz, II
To: All House members
Subject: Legislation Clarifying the Rights of Parents

Parents have a fundamental right to determine how to best foster self-sufficiency and independence in their young children. To ensure that parents are able to maintain this right, I will be introducing legislation in the near future to further clarify parental discretion in raising a child.

Legislation to affirm a parent’s right to determine the level of supervision given to a child was recently passed unanimously in the state of Utah. This law, much like the legislation I will introduce, clarifies that it is not a crime for parents to allow their children who display maturity and good judgement to independently engage in everyday activities. Currently in our Commonwealth, many parents fear prosecution, investigation, and intervention simply because they allow their children to participate in these activities, such as travel independently to school, explore a playground on their own, or stay in the car while their parent makes a quick visit into a convenience store.

Codifying this fundamental right is necessary to protect Pennsylvania parents as they try to raise happy, independent, and self-sufficient children. Therefore, please join me in co-sponsoring this legislation to ensure that all parents have the freedom to decide how to best care for their children.

Please join me in co-sponsoring this important legislation.

Introduced as HB2450
