Subject: Waiving of Change of Address Fees for CDL Licensees
In the near future, I will be introducing legislation that would amend Title 75 with regard to change of address fees currently charged to CDL licensees when their address changes solely as a result of a governmental action.

I have recently been made aware of a situation relating to the consolidation of the 911 call centers in two counties in my district. As a result of the consolidation, a comprehensive street study is being completed to ensure that all address information is up-to-date and accurate for the new 911 center. As a result, some of these residents will end up having a new address, despite not moving out of their home.

Currently, all Class C licensees can change their address with PennDOT free of charge. However, someone holding a CDL license must pay $28.50. If that CDL licensee also holds a Class M certification, the fee rises to $33.50.

My bill will exempt all CDL licensees from the change of address fees if they have not actually moved from their home and the change of address is due to a governmental action beyond their control. It will not affect those constituents who have actually made a physical move to a new residence.

I believe this action will occur more frequently as other consolidations occur around the state. Therefore, I invite you in joining me in this effort to ease this financial burden on this limited class of people.
